Stray cats are using my gravel backyard as a litter box. How do I remove cat urine odor from the rocks-ground?

I live in Arizona. The odor of urine is pronounced especially in the summer months. I tried mixing urine removing enzyme-carpet cleaner with water in a 3 gallon pressure spray bottle and sprayed a small area. Didn’t think it helped though. Any suggestions?
